Mako, I think I understand what you're trying to do, but I don't feel comfortable supporting it because of the way it's singling out one individual and the poisonous behavior that's already engendering on debian-project.
I don't use killfiles myself, but when I find someone being a git/idiot/repititious on a mailing list I begin deleting more and more of their posts (and the replies to their posts) unread, and ignoring them more and more. Conversely, other people generate posts of such uniform high value that I will stop to read anything they write even if it's in the midst of a thread I have written off as useless.
I think that a system that tracked such behavior and generated a list of people whom others were not finding useful paricipants (and possibly the converse list too), might be a more neutral way of accomplishing what you are trying to do here.
There, I've reduced it to a technical problem, now we'll get somewhere. ;-)
