sleepd 1.3.0

Recently I put a new drive in my laptop, and unlike the last one (but like the one before), the 2.6 kernel cannot handle apm sleep with this drive. So I had to, horrors, switch to using acpi and software suspend and hibernate. Which, suprisingly, is working ok.

But it was missing a little piece, something to put the machine to sleep if the battery got too low, and so I remembered this sleepd program that I wrote years ago and have been tying to ignore ever since despite people who persisted in using it for some strange reason. Apprently there's still nothing else to handle this job.

So now I'm releasing version 1.3.0, with a bunch of patches and improvements.
